LAKANA SOS · Emergency Management Review

Emergency Management Review

A guided review of civilian-safety architecture, degraded communications, responder-scoped information sharing, environmental context, evidence boundaries, and safety without continuous surveillance. Start here if you evaluate emergency management, fire/EMS, disaster resilience, communications resilience, responder workflow, privacy, or public-safety systems.

System classResearch and evaluation system.
DispatchNo live dispatch. SOS is not connected to any emergency dispatch service.
Field validationNo field validation claim. Field validation is not established.
Person trackingNo continuous person tracking. There is no standing location feed.
Review depth

Three review paths. Pick the one that matches the time you have.

Each path is a static route list. Every step is an ordinary link, so the whole review works with JavaScript disabled, on a phone, and with a keyboard alone.

Orientation

What SOS is, and the problem it addresses.

SOS — the Sovereign Operating System — is LAKANA's civilian-safety branch. It is designed to identify a safety-relevant event on the person's own device, reduce that state to a small bounded representation, evaluate whether the state is strong enough to justify action, select among available delivery routes when communications are degraded, and record bounded execution evidence for later review. This describes the evaluated architecture, not a claim about field performance.

The problem

Emergency systems tend to solve availability by collecting continuously. That makes the safety system a permanent data source, and a permanent target, long before any emergency occurs.

The approach

Keep raw state local. Minimize before release. Scope every release to a role and a bounded window. Treat denial, expiration, and non-release as recorded events rather than silent absences.

The hard case

The person may be unable to speak, unable to unlock a device, or unreachable. The architecture treats degraded power and network availability as expected operating conditions rather than exceptional edge cases.

What a reviewer sees

A bounded public simulation of that behavior, plus the architecture and evidence structure behind it. Not a deployed service, and not a field result.

Do not confuse these two

Full SOS Simulation and Capstone Review are different surfaces.

Looking for the complete SOS public research and evaluation environment? Open Full SOS Simulation. Reviewing the academic engineering project itself? Open Capstone Review. The Capstone page does not replace the flagship SOS research and evaluation surface.

Flagship public surface

Full SOS Simulation / Proof Theater

The public SOS research and evaluation environment. This is the surface an emergency-management, fire/EMS, privacy, or systems reviewer should exercise.

May demonstrate
Canonical SOS scenarios, degraded communications, multi-hazard context, BFB responder flow, TAB access state, offline preservation, TSARO bounded authority behavior, NICOLE custody behavior, simulation receipts, comparative runs, and public evidence boundaries.
Primary audience
Emergency management, fire/EMS, systems reviewers, privacy and security reviewers, researchers, institutional partners.

Boundary: not a live emergency-dispatch system, and not field validation.

Academic project dossier

Capstone Review

The academic engineering and project evidence dossier for the capstone itself. It answers what was built and tested for the course, not how the public evaluation environment behaves.

Contains
Capstone objective, requirements traceability, implementation status, documented tests, professor review modes, academic project evidence, a simplified embedded review console, and submission evidence.
Primary audience
Instructors, capstone evaluators, engineering educators, academic project reviewers.

Boundary: the Capstone page does not replace the flagship SOS research and evaluation surface.

The ask

What we want reviewed.

We are not asking anyone to endorse LAKANA. We are asking experienced practitioners to pressure-test it against real emergency-management, fire/EMS, communications, and human-factors practice.

  1. Would the bounded information made available to a responder be operationally sufficient for the scenario being evaluated?
  2. Which degraded communications, power, environmental, user-unavailable, or responder-handoff scenarios should a controlled tabletop exercise test first?
  3. Where could SOS, BFB, or TAB create friction with actual:
    • emergency-management workflow;
    • fire/EMS workflow;
    • dispatch practice;
    • ICS/NIMS structures;
    • communications practice;
    • responder human factors?
  4. What additional evidence would you require before recommending progression from simulation, to controlled tabletop, to human-factors evaluation, to limited pilot research?
  5. Which information does a responder actually require during rescue, and which information should remain outside standing institutional access?
Maturity

Where LAKANA SOS actually stands.

These terms are used consistently across every LAKANA reviewer surface. Nothing below is softened for readability.

  1. ArchitectureSpecified
  2. Public evaluation prototypeAvailable
  3. Simulation evidenceAvailable
  4. External emergency-management reviewBeginning
  5. Controlled tabletop / human-factorsNext validation stage
  6. Field validationNot established
  7. Live dispatch integrationNot claimed

Controlled tabletop and human-factors evaluation is the next validation stage. Those exercises are designed to align with HSEEP concepts. They have not been conducted, and no tabletop exercise is presented as completed.

Responder bridge state discipline

BFB and TAB: each state means exactly one thing.

BFB is the Blue Force Bridge — the bounded responder handoff. TAB is the Tactical Audio Bridge, a feature nested inside BFB, not a peer system. These distinctions are load-bearing; collapsing any of them would turn a bounded coordination surface into an implied dispatch claim.

Requested ≠ accepted

A request being made is not a request being granted.

TAB requested ≠ TAB accepted

An audio-bridge request is separately authorized from the BFB handoff that contains it.

Preserved ≠ delivered

State held locally through a degraded window has not reached anyone.

Packet formed ≠ dispatch

Forming a responder-scoped packet is not dispatching a unit.

Delivered ≠ acknowledged

Arrival at a destination is not confirmation that a human received it.

Acknowledged ≠ responder assigned

Acknowledgement is not tasking.

BFB handoff ≠ responder arrival

A completed handoff says nothing about anyone reaching a scene.

User unavailable ≠ unlimited authority

An unreachable user does not widen what the system may release.

Incident candidate ≠ confirmed emergency

A candidate is an admissibility question, not a determination.

Receipt ≠ field outcome

A simulation receipt records what the system did, never what happened in the world.

Cross-system relationships

How SOS, W-X, and WX-Ag relate.

For this reviewer phase the public review order is SOS first, then W-X, then WX-Ag, then SSI. That is reviewer information architecture. It does not redefine the scientific or authority architecture: W-X owns environmental truth, and CivOS, TSARO, and NICOLE remain shared architectural and authority layers underneath all of them.

W-X — environmental truth OWNS ENVIRONMENTAL TRUTH

What environmental state has evidentiary support? W-X evaluates support, contradiction, degradation, withholding, and expiry. It does not replace the National Weather Service, Mesonet-class observing networks, radar, satellite systems, meteorologists, emergency managers, or official warnings.

WX-Ag — bounded consequences W-X TRUTH → WX-AG CONSEQUENCE

What bounded agricultural consequences follow from supported W-X state? WX-Ag consumes W-X environmental truth. It does not define environmental truth independently of W-X, and it claims no official weather authority.

SOS — civilian safety CONSUMES PERMITTED W-X CONTEXT

What bounded civilian-safety communication or action may occur under SOS's own authority rules? SOS may consume permitted W-X environmental context. SOS does not recompute W-X environmental science.

CivOS · TSARO · NICOLE · the human SHARED AUTHORITY LAYERS

CivOS: what physical and operational capability remains available. TSARO: what evidence and state is admissible, and how authority must contract. NICOLE: what access, release, custody, revocation, and audit are permitted. The human holds ultimate authority.

Claim boundary

What is not claimed.

Stated before the evidence, not after it.

Not field validationSimulation is not field validation. No LAKANA surface reports a field outcome, and field validation is not established.
Not live dispatchLive dispatch integration is not claimed. SOS is not connected to 911, to any dispatch centre, or to any emergency service. A BFB handoff is not a dispatch.
Not a completed exercise programmeControlled tabletop evaluation is the next validation stage, not a completed one. No tabletop or human-factors exercise has been conducted.
No federal approvalNo FEMA approval, certification, or endorsement of any kind exists or is claimed. Tabletop design is HSEEP-informed; it is not HSEEP certified.
No institutional endorsementExternal emergency-management review is beginning. No university, agency, or emergency-management organization has endorsed LAKANA, and no review meeting is presented as an endorsement.
No official warning authorityW-X and WX-Ag complement official weather, Mesonet, and radar systems. They do not replace them and cannot supersede an official warning.
No medical authorityNo diagnosis, no clinical validation, no return-to-play clearance, no regulatory authorization.
No reviewer trackingThis page loads no analytics, no session replay, no advertising pixels, no fingerprinting, and no third-party profiling. It requests no location, camera, or microphone access.
