W-X is LAKANA's local-first environmental-truth layer. It combines supported official reference data, calibrated W-X nodes, and explicitly opt-in local witness devices to evaluate environmental state, freshness, physical plausibility, source agreement, uncertainty, and local divergence. It operates alongside Mesonet-class networks, NWS, ASOS, radar, satellites, meteorologists, and emergency managers. It does not replace them.
W-X does not replace Mesonet-class networks, the National Weather Service, ASOS, radar, satellites, meteorologists, or emergency managers. It does not issue official warnings and cannot supersede one.
Official products remain the authority for official warnings. W-X adds local density, freshness, plausibility, and uncertainty beneath and alongside them.

Alongside Mesonet-class infrastructure
These layers do different jobs. The regional network supplies calibrated reference and long-term baselines; W-X supplies sub-grid local density that a regional network is not designed to resolve.

W-X determines the bounded environmental truth state. TSARO determines whether a proposed use of that truth is physically and safely admissible.
What each source class may establish
The phone row is the one most often overstated elsewhere. A phone barometer is a real measurement of ambient pressure; a phone is not a weather station.

A phone has no ambient-temperature, humidity, wind, radiation, or rain-gauge sensor. Granting every consent scope does not change that: consent governs privacy, the capability ceiling governs physics. The engine refuses these variables from a phone source regardless of what the device claims.
The W-X Boundary Layer
A privacy-preserving, opt-in, local environmental observation overlay composed of calibrated W-X nodes, supported external sensors, user-authorized phone witnesses, and read-only official reference anchors. It spatially densifies local environmental context beneath and alongside established weather infrastructure.
“Boundary Layer” is the LAKANA system label for the local observation overlay. It does not claim to reconstruct the full atmospheric planetary boundary layer or replace standard vertical-profile observations.

Two capabilities the device declared — ambient temperature and humidity — were dropped at construction because they are not in the allowed set. They cannot be re-enabled by consent.
The W-X contribution flow does not request microphone, audio, camera, photos, contacts, call log, SMS, browsing history, advertising identifiers, health records, or payment data. Revocation stops future contribution and future authorized release; it does not retroactively delete an already-published aggregate.
