This engine is distinct from the SOS, SSI, and W-X/WX-Ag solo models. It composes them into one degraded-state arbitration surface where environmental truth, modeled structural burden, emergency ambiguity, transport degradation, responder scope, TSARO authority, and NICOLE custody interact.

Each preset keeps every LAKANA layer active. The test is not whether one model produces an output; the test is what the full stack holds, denies, minimizes, expires, or releases when multiple safety domains conflict.
